How would I call the police if a burglar was in my house and I did not want him/her to hear me?

make sure your phone (landline or cell) has the volume on the keypad turned off, then, just dial 991 (that's in USA idk what Australia is) and whisper to the person your situtation. If you can't speak (because the burglar is so close) calling is enough, they have GPS capabilities and will arrive at your house no matter what.
